The chief of a private police force in Raleigh, NC is being charged with 13 felony counts for “terrorizing” the residents he swore to protect.

Chief Joseph Conover has been accused of assaulting residents of the Raleigh apartment complexes that his private police agency is contracted to protect, including a 16-year old boy who was allegedly pepper-sprayed with no legal justification.
